Valerie visits Gordon and proposes to help him find Fish. He’s suspicious and discovers that she’s lost contact with her source—revealed to be Selina. He knows someone who might be able to help.
Gordon visits Barbara at her club. After an awkward exchange (thisis Barbara we’re talking about), she tells him that Fish may be holed up in an abandoned bank. Valerie gets back at Gordon by calling the GCPD and letting them know where to find Fish before he can net the reward.
Right outside of Gotham, an aged Ivy has washed up on shore. A man finds her and offers to help her.
Cops convene on the bank where they find Fish and her gang. A brief battle ensues and Fish successfully escapes. In another part of town, Penguin gives a press conference where he rallies the citizens to kill the Arkham escapees.
At Wayne Manor, Alfred rouses Bruce to consciousness. We discover that Bruce allowed himself to be abducted. However, he regrets making a deal that involved him ceasing all investigations. Alfred understands that Bruce had no choice—it was in the interest of protecting his loved ones.
At GCPD, Lucius tells Gordon that Fish is most likely ill. He shows Gordon Peabody’s body and theorizes that she was killed because she was useless to Fish. Fish is most likely looking for Strange.
On the street, Fish’s gang kidnaps Bullock. However, he drops his badge as a clue. Fish greets Bullock in the car and compels him with her powers. He finally divulges Strange’s secret location.
The man invites Ivy into his home and offers her something to drink. She immediately feels sympathy for the man’s dead plants. As he tosses one in the trash, she becomes visibly angry.
Gordon shows Barnes Bullock’s badge, convincing him that Bullock has been kidnapped. Barnes reveals that Strange is being held right outside the city at a government facility designed to look like a mansion.
Bullock leads Fish and her gang to the mansion. They infiltrate it and find Strange in a cell. She wants him to “fix” her, but he can’t.
Outside, Gordon, Barnes, and the rest of GCPD arrive. Fish calls Barnes and threatens to kill Bullock if any cop approaches the building. The situation becomes even more tense when the press arrives unannounced. Inside, Fish grows desperate and wants Strange to cure her.
Penguin sees his opportunity to kill Fish and arrives at the scene with an angry mob. Barnes orders them to disperse. With everyone distracted, Gordon makes his way in through the back. However, Fish’s gang quickly apprehend him.
Gordon strikes a deal with Fish. He promises to get her and Strange out of the mansion in exchange for Bullock’s life. Fish agrees. However, Gordon makes a call to Penguin, and lets him know Fish’s location. Penguin and the mob rush the cops which allow Gordon to lead Fish and Strange out through the back.
Penguin greets Fish. Before killing her, he wants to know why she didn’t kill him. She admits that he was the best thing she ever created. She watched him turn from “Oswald Cobblepot” to “Penguin.” With a change of heart, Penguin allows Fish to live, warning her to never come back to Gotham.
Post-standoff, the mob burns a couple of the escapees’ bodies and cheer on Penguin. Gordon watches the disturbing sight and eventually leaves.
Ivy, now dressed in a green dress, walks downstairs and admires herself in the mirror. We pan away to see the man already murdered.
At Wayne Manor, Alfred and Bruce hear a window break in the study. They enter to see Bruce’s doppelganger.
Valerie visits Gordon and gives him her theory of how Fish escaped. They quickly share a passionate kiss.
At the train station, Leslie has returned to Gotham.
Final Thoughts: “Mad City: Burn the Witch…” showed some large steps forward in writing for some scenes. However, in others, the show devolved back to its usual plot holes and clichés—for example, Gordon kissing Vale. That was unnecessary and only upped the cheese factor. I still see some hope for this season. As long as they keep a modicum of control on Gordon’s love-life, everything should be semi-watchable.
Best Moment: Barbara Kean, who use to be the most disliked character on Gotham, ups the crazy even more in this episode. Her scenes are now unbelievably over-the-top and too fun to watch.
